The CDCR Chino Institute for Men is a state prison located in San Bernardino County, California. Recently, Stronghold Engineering partnered with the institute’s operators, The California Department of Corrections and Rehabilitation (CDCR). This project marks a significant step forward in the ongoing efforts to enhance the rehabilitation process within the correctional system.

CDCR Chino Institute for Men: The Problems
Located in San Bernardino County, California, the CDCR Chino Institute for Men facility houses have been plagued with outdated heating systems and no cooling systems. The lack of proper air conditioning affects inmates’ living conditions and poses health risks and safety concerns for all those who work or visit the facility.
There are 8 existing housing units targeted for development and renovation. Stronghold will also be performing data logging testing to find the current power consumption and upgrade the electrical system.
Overall Scope and Scale of Our Project
Stronghold Engineering will be implementing a variety of upgrades to the existing facility. The overall scope and scale of the project includes the following:
New Roof-Mounted HVAC Unit Installation
One of the central components of the project involves the installation of state-of-the-art VRF fan coil units in each housing unit. These units are designed for optimal energy efficiency, capable of providing both heating and cooling to different zones simultaneously. This not only improves the comfort of inmates and staff but also reduces overall energy consumption and operational costs for the facility.
Structural Upgrades
To support the installation of the new HVAC equipment, Stronghold Engineering will implement structural upgrades to the roofing, drainage, and plumbing systems. These upgrades are essential to ensure the stability, integrity, and longevity of the newly installed systems.
Electric Panel Replacement
As part of the project, Stronghold Engineering will also be replacing existing electrical panels and main breakers throughout the facility. This upgrade is necessary to accommodate the increased power demands associated with the new HVAC units. Additionally, the installation of new 350 MCM power cables will ensure efficient power distribution to minimize the risk of electrical issues and enhance the facility’s electrical infrastructure.
Community Engagement
Throughout this project, Stronghold Engineering will have quarterly partner meetings with CDCR and Gilbane at the local community center. We’ll also support the local restaurant scene by using catering services for these meetings. At Stronghold, we recognize the importance of open collaboration with the community to ensure minimal disruption and maximum efficiency.
Also, to maintain a safe living environment for residents, Stronghold will be conducting carefully planned power outages to keep other housing units functional while we’re at work. Above all else, we prioritize the safety and security of the inmates, staff, and community throughout this project.
